You know, I found that only mildly funny at first. But every time I see it I laugh harder...
I think you're on to something.
The computer monitor and the clock in the background make it funnier -- it's like the little guy is a crumudgeon in a crappy little job. Funny.
I couldn't put my finger on it until a moment ago, but he reminds me of Milton from Office Space- well, the thin, wispy comb-over anyway. In my head the dog's voice to be more grumbly than bumbly, however.
